After the death of its king and subsequent escape of his traitorous queen, Baron was left in the hands of its council. Nearly a year of indecision and bickering passed before a new king was crowned. Rupert I, a cousin of the guard captain Baigan, was much more agreeable to the Council's suggestion of rule than his predecessor, Cecil Ya Harvey. The Paladin King had been too idealistic for a monarch, unable or unwilling to resort to the dirty necessities of politics. While King Cecil was certainly mourned, he wasn't missed very long. And with a much more influential king on the throne, finding the person responsible for his death was far from a priority, as far as the council was concerned. Thus, very little effort was put into the search for Rosa Harvey.
This, however, did not stop Baron from using the excuse of searching for Rosa Harvey. With practically the only standing army in the world, due to the post-war recovery, there was little that could be done to protest Baron's harsh scrutiny and so-called security measures. Search and seizure of mail and cargo was a normal occurance.
The only exception was the nation of Tororia, whose military might wasn't lost in the Crystal War, thanks to the bargain that paladin Cecil made with Baron, trading the Earth Crystal for Rosa Harvey, which spared the nation from attack.
This perhaps explains why Rosa Harvey fled to Tororia after being discovered at Mysidia, and why the Tororians willingly housed her. Not only was Toroia the one place where Baron couldn't reach her, she was indirectly responsible for sparing Toroia from destruction, and thus owed a debt.

For decades before my time, Mysidia's school of magecraft has been long known as the best in the world. Baron's attack on Mysidia could not have hurt them any more; with the death of so many mages, the school suffered the tragic loss of its best teachers. With the school's decline, as did the overall economy of the city. It wouldn't do just to rebuild what was lost, or to simply hire new teachers in the place of those killed -- something drastic had to be done to keep Mysidia spiraling into poverty.
The Elder, proving himself to be more than just a spiritual leader, took charge and made the decision to expand the school. His ambitious plan relied on Mysidia constructing several large buildings to house hundreds more students than it ever had, previously. This would not only create accommodate all students on the NAME OF CONTINENT, but would allow many more students from other kingdoms to study here. The result of which not only boosted student admissions, but created more jobs, and dramatically increased business in the nearby port. Mysidia's economy rapidly recovered after the completion of the school.
